What it requires
After a 2025 restart ordered by the Governor, CalRecycle's permanent regulations were approved and took effect on filing, May 1, 2026.
Producers had to join the Circular Action Alliance, register on their own, or claim the small-producer exemption — under $1M of California sales.
First producer reports followed July 1, 2026.
From 2027, producers jointly fund five hundred million dollars a year for plastic-pollution work.
Separate from program fees, still being set through the 2026 plan process.
Covered material means single-use. Packaging built for repeated use, durable, with return or refill behind it, is not covered.
A returnable glass bottle system sits outside. Its caps, tubs and film stay inside.
What that means at the shelf
Every single-use packaging decision now has a cost attached, on a schedule already published.
