Our read
This is an operational programme for small businesses, verified by the people who regulate them locally. A city or county Green Business Program checks that the business is in compliance with local environmental law, walks the site, and works through a checklist of measures covering water, energy, waste, recycling, pollution prevention, cleaning chemicals and commuting. The on-site evaluation is mandatory before both award and renewal, which is more physical verification than several far more prestigious marks in this set manage. The bar itself is modest. These are practice measures rather than performance targets, there is no emissions accounting of any kind, and the programme deliberately excludes heavy-impact operations, so the certified population is weighted toward businesses with limited footprints to begin with. The point a reader must not miss is that CAGBN states plainly it does not recognise or qualify manufactured products. A California Green Business logo on a producer's website describes how that one location is run. It says nothing about what the business makes or sells, and nothing about its other locations.

What it leaves out
Not a criticism of the scheme. A standard is a scope, and this is where this one ends.

- No product ingredient, packaging or supply chain criteria
- No greenhouse gas measurement or reduction threshold; energy measures are practice-based, not target-based
- No Scope 1, 2 or 3 emissions accounting
- No labour or human rights criteria beyond a general social-equity ineligibility test
- Certifies one location, so a multi-site company's certification does not extend to its other sites
- Excludes manufacturers of toxic or hazardous materials and heavy-impact operations by design, so the certified population is skewed toward low-impact small businesses
- Local programmes write their own standards above the CAGBN baseline, so requirements are not uniform across California
- Renewal interval can be as long as four years

The CAGBN Eligibility policy is a governance and baseline document, not the full checklist standard; the detailed measure-by-measure checklist is delivered through the application portal and individual local programmes, and could not be retrieved as a published document. The eight checklist areas listed here come from the network's Get Certified page rather than from a standard, so the specific measures, which are required versus optional, and any tiered levels could not be confirmed. Fee information is not published at network level and varies by local programme. No published register of revoked certifications was located. Confidence is medium because the operative standard text was not readable; the eligibility, verification, renewal and product-scope claims are all from the adopted CAGBN policy and are firm.
