Our read
Green Seal is a life-cycle multi-attribute standard, and that is the meaningful difference from EPA Safer Choice. Where Safer Choice is an ingredient-hazard screen with packaging criteria attached, GS-37 sets numeric thresholds across ingredient hazard, aquatic biodegradability to OECD 301, aquatic toxicity, VOC content aligned to CARB limits, packaging recyclability and 25% post-consumer content, verified cleaning performance, and label content. It also bans intentionally added PFAS outright. On chemistry alone, Safer Choice's best-in-functional-class screen is the tighter of the two and it has a federal agency reviewing the confidential formulation. On breadth, Green Seal reaches further. Neither reaches carbon, labour or sourcing at all. The governance point worth knowing is that Green Seal is a single body: it develops the standard, audits the applicant and issues the mark, with no accreditation body above it. Its process aligns with the ANSI Essential Requirements for Due Process; it is not accredited to them. That is a normal ecolabel structure, but it is not the same as independent accreditation.

What it leaves out
Not a criticism of the scheme. A standard is a scope, and this is where this one ends.
- No greenhouse gas, energy or Scope 1/2/3 emissions requirement in the product standards
- No labour, human rights or worker welfare criteria
- No raw material sourcing, deforestation or biodiversity criteria
- No water use or manufacturing effluent criteria
- Green Seal writes the standard, conducts the audit and issues the mark, with no external accreditation body above it
- Not an ANSI-accredited standards developer; the process aligns with ANSI Essential Requirements for Due Process rather than being accredited to them
- Alternative test methods and alternative performance requirements accepted at Green Seal's sole discretion
- No published register of suspensions or decertifications
- GS-37 excludes household cleaners, air fresheners, and FIFRA-registered disinfectants and sanitisers

What we could not establish
GS-53 is Specialty Cleaning Products for Industrial and Institutional Use; the household equivalent is GS-52. Read GS-37 Ed 7.8 in full as the representative standard; GS-8 and GS-53 were confirmed by title only from the standards list, not read line by line, so their specific thresholds are not asserted here. Could not confirm whether Green Seal holds ISO/IEC 17065 accreditation from ANAB or any other accreditation body; no such claim appears on its standards development page and none was located elsewhere. Could not locate published consequences of non-compliance or any register of suspended or decertified products, which caps enforcement at 3.
