Our read
PEFC is not a forest standard. It is an umbrella that endorses national and regional certification systems, currently 48 of them across 52 countries, against its own benchmark PEFC ST 1003:2024. That structure is the source of both its scale, roughly 297 million hectares, and the difficulty in assessing it: what a PEFC claim means in Finland and what it means in Malaysia are set by two different documents. Endorsement is decided by a two-thirds vote of the PEFC General Assembly, whose members are the national systems, which is why the scheme is generally assessed as less demanding than FSC even though its auditor arrangements are conventional and its certification bodies are independently accredited under ISO rules. The chain of custody matters most for a shopper. PEFC ST 2002:2020 permits a credit method in which credits earned from certified input are transferred onto PEFC controlled sources material, and credits may be distributed so output is sold as 100 percent certified content. The on-product label requires only 70 percent certified material and does not distinguish physical separation from credit.

Not a criticism of the scheme. A standard is a scope, and this is where this one ends.
- there is no single PEFC forest standard a reader can inspect; the operative requirements are 48 endorsed national and regional systems covering 52 countries, and content varies between them
- the credit method transfers credits from certified material onto PEFC controlled sources material, and credits may be distributed so that output products are sold as having 100 percent certified content
- the percentage method averages certified content over a claim period and permits a rolling calculation with a claim period up to 3 months drawing on inputs from up to 12 months
- the chain of custody standard itself sets no minimum certified content for the written claim; the only threshold is the 70 percent trademark rule for on-product labelling
- controlled sources material is risk-screened through a due diligence system, not certified
- endorsement is decided by a two-thirds vote of the PEFC General Assembly, whose members are the national systems being endorsed
- no greenhouse gas accounting, carbon stock or Scope 3 requirement in the chain of custody standard
- no requirement covering downstream mill energy, water, chemicals or effluent

What we could not establish
The chain-of-custody and trademark findings are quoted directly from PEFC ST 2002:2020 and PEFC ST 2001 and are high confidence. The comparative judgement that PEFC is generally assessed as less demanding than FSC is stated here as a widely held assessment and is grounded in structural features I could document from PEFC's own material: no single global forest standard, endorsement by member vote, and a credit method that permits a 100 percent certified-content claim on controlled sources material. I could not retrieve an independent NGO or academic comparison within this session; the WWF Certification Assessment Tool PDF returned 403 and the Greenpeace PEFC briefing URL resolved to unrelated content, so no third-party critique is cited. Enforcement scored 3 because PEFC requires annual surveillance and publishes forest audit reports, but I could not locate a published register of suspensions or withdrawn certificates. Five-year certificate validity is stated from general programme knowledge; only the annual visit requirement is quoted.
