Our read
Gold is where the Regenerative Organic Certified programme stops being a direction of travel and becomes a threshold. The three differences that matter are scope, land practice and labour. Scope: Gold requires the whole operation, 100% of food and fibre land and 100% of the revenue from it, where Bronze can start at 10% and Silver at 50%. Land practice: a no-till system with disturbance only at planting, seven crops in rotation with a nitrogen fixer, and year-round cover on 75-100% of cultivated land. Livestock: 100% grass-fed including finishing, which rules out the grain finishing that Bronze and Silver both permit. Labour: Gold removes the Global North waiver on holding a recognised social fairness certification, requires a living wage to be demonstrably paid without exception rather than committed to, and pushes a social certification requirement down the supply chain into manufacturing and processing. That combination is as demanding as any agricultural standard currently in the market, and very few operations hold it. What Gold still does not require is a single figure of greenhouse gas emissions, or any minimum soil carbon result.
What it covers
- Everything required at Bronze and Silver, plus the Gold-only thresholds below
- Whole-operation scope: 100% of food or fibre-producing land certified, representing 100% of revenue derived from food or fibre production
- Year-round vegetative cover on 75-100% of all cultivated land, plus at least one nitrogen-fixing cover crop in each full crop rotation of each arable field
- Crop rotation of at least seven crops in each rotation, including at least one nitrogen-fixing cover crop, against three at Bronze and four at Silver
- No-till system in which soil disturbance occurs only at the time of planting, with any exemption requiring full justification of each tillage incident
- Ruminants 100% grass-fed including finishing, against more than 50% at Bronze and more than 75% at Silver
- Monogastric feed 100% from regenerative organic sources, against 100% organic at Bronze and more than 50% regenerative organic at Silver
- Social fairness: an existing recognised social fairness certification is required with no Global North waiver, unlike Bronze and Silver
- Social fairness: the operation must demonstrate that a living wage is paid to workers without exception, rather than a documented commitment and wage-gap assessment
- Supply chain: a ROC-approved social certification must be attained at one or more major stages of manufacturing and processing, which is optional at Bronze and Silver
- Processor criteria from each pillar verified by on-site audit for any product carrying a Gold claim
- Annual recertification audit, as at all levels
What it leaves out
Not a criticism of the scheme. A standard is a scope, and this is where this one ends.
- No greenhouse gas measurement, inventory or reduction target at any level, including Gold
- No Scope 1, 2 or 3 emissions accounting or disclosure requirement
- No soil carbon outcome threshold: soil lab and in-field testing are required but no minimum soil organic matter level or required rate of increase is set, even at Gold
- No packaging material, recyclability or plastic content requirement
- No water use or irrigation efficiency threshold
- The no-till requirement admits a documented exemption where climate, soil or crop conditions make it impossible
- No published register of Gold suspensions or downgrades to Silver or Bronze
- No published fee schedule in the framework itself

What we could not establish
All Gold thresholds are taken from the level columns of the Version 4.1 framework tables. The number of operations currently holding Gold was not established; the assessment's statement that few hold it is inferred from the whole-operation, no-till, 100% grass-fed and living-wage-without-exception combination rather than from a published count. Supporting documents (Cost & Fee Structure, Program Manual, approved certification bodies list) were not retrieved. Whether a framework revision later than 4.1 exists was not confirmed because the web search budget was exhausted.
