Our read
ZQ is demanding on paper and in places goes further than the multi-stakeholder alternative: it banned mulesing before RWS existed, prohibits live export of sheep for slaughter, forbids parallel production so a certified property cannot run uncertified sheep alongside, and pairs welfare and land criteria with contracted fibre-quality specifications and independent laboratory testing. The structural point a reader should hold is that ZQ is one company's scheme, not a multi-stakeholder standard. Zentera writes the standard, owns the marks, licenses the brands, contracts the growers and buys and trades the wool. Its own procedure states that Zentera makes the final decision on standard content and that the multi-stakeholder working group consults. Audits are carried out by an external conformity assessment body, which is the part that carries genuine independence, but the auditor operates inside a programme run by the wool's commercial seller, and audits are three-yearly rather than annual. The practical mitigation is the combined audit with the Responsible Wool Standard: a ZQ farm is also assessed against a standard Zentera does not own.

Not a criticism of the scheme. A standard is a scope, and this is where this one ends.
- reaches the FARM only: the document is a grower manual with no processor, mill or manufacturing requirements
- no mass balance and no blending of certified with non-certified wool where the marks are used; licensed marks require 100% ZQ or ZQ+ wool content
- downstream chain of custody rests on brand licence agreements and partner records rather than a ZQ chain-of-custody standard with transaction certificates
- greenhouse gas emissions: only legal compliance is required, measurement and reduction plans are recommendations
- many requirements are framed as compliance with applicable regulatory requirements, so the bar partly tracks national law
- on-farm third-party audits every three years rather than annually
- eligibility is tied to supplying Zentera; a grower cannot hold ZQ independently of the company
- the scheme owner makes the final decision on standard content; the multi-stakeholder Standard Working Group is advisory
- no published register of decertified growers or withdrawn brand licences

What we could not establish
Read the ZQ Grower Standard Manual 5.0, the ZQ/ZQ+ Claims and Labelling Policy and the Standard Setting Procedures Policy directly. Version numbering is internally inconsistent: the manual is labelled 5.0 with a February 2026 file date while its own revision history records v5.0 as released in 2021, so it appears to be a maintained rather than renumbered document. Could not establish: which accreditation body accredits the conformity assessment bodies used, or their names (the ZQ scheme rules are supplied on request only, not published); audit or programme fees; certified volume as a share of the wool market beyond the company's own figure of over 600 growers, nearly 5 million sheep and over 2 million hectares. The New Zealand Merino Company rebranded to Zentera Wool Company and ZQRX was renamed ZQ+; ZQ+ is a separate regenerative tier and was not assessed here.
